Business License Online Application

Your Business Registration Certificate will be issued under the provisions of the Fullerton Municipal Code or regulations including, but not limited to: Zoning restrictions; land use specifications; business tax regulations; Police Department regulations; Fire, Health or Sanitation permits and regulations. You are urged to contact them for further information before filing for a Business Registration Certificate.


1. Business Registration Certificates are renewed on an annual basis and are based on the month a business started. The business start date is the first day your business started or will begin in the City of Fullerton.

2. An employer identification number is REQUIRED. If one is not available, please provide a Social Security or tax identification number (TIN) for each business owner. Corporations are required to provide a Federal Employer ID Number (FEIN) and/or State Employer ID Number (SEIN).

3. A Department of Motor Vehicle (DMV) Drivers License or ID is required for each owner.

4. IMPORTANT: All Fullerton based businesses are subject to the Community Development Department approval and review for compliance with building and zoning code requirements. Your Business Registration Certificate will not be mailed until your application has been approved by the appropriate Division(s)

5. A Fictitious Business name statement shall be filed with the Clerk of the County in which the registrant has his or her principal place of business. Please file your reservation prior to registering with our office.

6. Payment will not be required until your application has been accepted. Currently, application processing has been delayed. Within thirty (30) business days, you will receive an email verifying the status of your application with information containing the amount due and instruction on how to make payment on-line.

7. Once your Business Registration application has been successfully accepted and payment has been received; your certificate will be issued and mailed to the specified mailing address within fifteen (15) business days.

8. Per Fullerton Municipal Code 12.20.070B - Existing Food Service Establishments undergoing remodeling or a change in operations as defined in Section 12.20.020 of this Chapter, or Food Service Establishments that change ownership, shall be required to install a grease interceptor, subject to the variance provisions of Section 12.20.080.
